Colleen Murphey

Colleen is an operational and strategic leader who has spent the better part of two decades in healthcare payer, provider, and strategic consulting roles. She currently serves as the Chief Operating Officer of the Health Plan of San Mateo (HPSM). In this role she is accountable for provider relations, contracting and value-based payment strategy, in addition to oversight of the plan’s informatics, systems integration, marketing, communications, learning, and human resources functions. Colleen was previously a consultant at McKinsey & Company (2012-2015) and The Advisory Board Company, advising providers and payors on a variety of topics. She dabbled in several entrepreneurial stints along the way, including serving as an advisor to health care startups at the Wharton Small Business Development Center, leading West Coast account and implementation efforts at the health IT organization Kyruus, and briefly launching her own startup.

Colleen has authored and co-authored several papers on topics ranging from health IT best practices to comparative approaches for hospital administration outside of the U.S. She holds a bachelor’s degree from The University of Chicago and an MBA in Healthcare Management from The Wharton School of Business. Colleen brings her own lived experience with safety net navigation to the work and individuals she serves. She is passionate about connecting people and ideas across disparate factions of the healthcare ecosystem, and about strengthening access to healthcare for everyone.
